Send us a message on Signal
Signal is a free chat app that supports end-to-end encryption. This means that no one other than the sender and the receiver will be able to read the contents of the message, view the video or images, listen to the audio or review the documents. You can also set messages to self-destruct after a certain period of time once that message is viewed. Signal does not retain any meta data; it retains only your phone number and the last time you accessed the app. On our end, we will be able to view the number of the phone that sent the message. If you are concerned about having your phone number revealed to THE CITY, we suggest sending from a separate phone or trying one of the other avenues below.

Send us a message on WhatsApp
WhatsApp is a chat app owned by Facebook. While it also supports end-to-end encryption, the company said it collects some metadata including the numbers involved in the messaging and timestamps. Like Signal, on our end, we will be able to view the number of the phone that sent the message. If you are concerned about having your phone number revealed to THE CITY, we suggest sending from a separate phone or trying one of the other avenues below.
